I'm not a construction expert, but isn't it bad to leave that structure half-finished? To have all that iron and steel exposed to the elements, wouldn't they rust?

I don't know, but it's still going to be exposed to the elements for long periods of time during the course of normal construction so I assume it's not a big deal
