The most clear way I could see Fleury coming here is if Vegas pursues Eichel.
Eichel to Vegas for Fleury, Krebs, a 1st & 2nd rounder to Buffalo.
Fleury half retained to Pittsburgh for a 2nd rounder and a prospect.
Fleury does have a NTC so he could possibly have some control over his destination in this situation and basically say he will only waive to Buffalo if he is getting flipped to Pittsburgh.

Puzzling to me. I can't think that, considering the flat cap, any team would have given him MUCH more than that on only a four/five year contract. I can't see why they felt the need to go eight years.

Holland is a bad GM so it shouldn’t be puzzling at all.
Is it still hard to get people to sign in Edmonton or has McDavid changed that? Some of the Canadian teams end up having to overpay because not everyone wants to live that far north. Winnipeg big time but I think Edmonton used to be next.

I can't think of any major UFAs they've signed over the last few years.

They should be able to get some good guys on one year deals (like Barrie) but I don't think anyone wants to play there unless they are from there or they get overpaid bigtime.
Think Lucic, Neal and Kassian to a lesser extent. Yeah, they signed long term in Edmonton and Calgary but only because they were paid WAY above market value.
No one WANTS to play in Winnipeg, Calgary or Edmonton.
Sebastian Cossa is the top rated Goalie in this years draft. Take him with the 1st pick. It doesnt fix next years issue but Seattle will be grabbing a bunch of Goalies in the expanison draft. Move a pick for one of their cast offs.

1) Money: They just want to finally hit that payday.
2) Win: Players will take MUCH less to finally have a shot at winning
3) Both: Players will take a modest discount to be on a team they believe gives them the best shot while still making a decent paycheck.
EDM is such a poorly run organization that they have two players who are arguably both top ten players, but the org keeps icing a sad product. Players realize that simply having a top player doesn't give you the best chance to win.
Nobody wants to go to EDM, nor does anyone seem to want to take a discount to play there or even simply go there to cash in if they offered.
