When Verizon installed fiber optic cable here in western PA they contracted with a company that hired migrant workers to dig up the front yards in the area to lay cable. I came home one day to find a worker taking a nap while his co-worker was chest-deep in the hole they'd been digging by hand. I thought "Why are they digging so deep?" When the guy climbed out of the hole it turned out he was a "little person" and the hole wasn't that deep at all.

One of those crews was pulling around a trailer full of their stuff but the trailer wasn't properly secured to the crappy old pick-up they had. When it cut loose out on the parkway it caused an accident that killed a couple of people. Verizon caught hell in the press for it and their excuse was they didn't hire or supervise the laborers -- which was true -- but they also didn't look into the contractor with the low bid who was hiring guys with farm implements to install their shiny, new cable.
