I think a lot of it is having to make a call immediately. Ref is probably trying to process the whole thing and make a call within 7-8 seconds.

Under the rule I think it’s a penalty shot. They just have a lot of grey area to a make an argument either way.

I think that's part of it. I was rambling about that a few weeks back. Play tight and narrow ..other teams either take low percentage shots or try something that isn't there ....Leafs block shots or turn it over and break-out on the counterpunch.

I think you see it more tonight b/c the Caps are trying things and turning it over.
