from what i remember, i think it is legal. i believe it's up to the fighters to touch gloves after some unsportsmanlike bs out of respect and not an official stoppage of the fight like, say, a standing 8 count or when the ref is calling time to take a point away from a fighter. that's why sometimes you'll see one fighter reach out to touch gloves and the other refuse. but it seems pretty cheap to start throwing during that time. don't think i've ever seen anyone do that before.
that's how the touching gloves thing was explained to me anyway. it might be more a formal pause in the fight when they do it going into the last round than it is after a headbutt or low blow or whatever (although i think i've seen fighters refuse to touch gloves going into the last round too).
