Let me cut to the chase.
The Senators payroll is going up next season as planned. Ottawa lowered it's payroll when they started the current re-build a few season back.
Some leaf fans think all teams should spend to cap as the leafs have done forever, and suggest that Ottawa has not been serious about building a contending team becasue they lowered their payroll, and have publicly stated many times that as the re-build goes forward and prospects develop and become NHLers the payroll will increase accordingly.
This approach boggles the mind of some leaf fans as they only see one way of doing business in the NHL, and that is the leafs way of spending to the cap every year for the past decade, and they only have 7 playoff games to show for it. Meanwhile the Senators have played about 63 playoff games in the same decade, and have even managed to make the playoffs a couple of times while re-building.
Matt O'Connor signed with Ottawa and is at least two years away from playing in the NHL. So he is part of the re-building process and will be the backup in two years.

Especially since rumor has it they might be dropping one of the other goalies to make room for the one hit wonder

They don't play enough games in the NCAA, So agree with your point.
So it's still a gamble, signing him and seeing how he does in the AHL will give them a good idea where or if he fits in their plans. He did attend a development camp with the Senators a few years back, so they've got a pretty good idea of the kind of prospect he is.
Besides when Hammond signs with the team with the best offer, the depth at the goal tending in the system will be pretty shallow, and O'Connor will not be challenged in Bingo.

O'Connor is decent prospect, 92.1 sv% over 2k shots in NCAA is pretty good, but people are acting like he's a ~94ish sv% NCAA goalie.

I haven't see him enough to say whether or not he's full-fledged #1 prospect. But he has great technicals and he's 6'6. it's all about how he adjusts to the pro game, mostly mentally.

could o'connor flop.......sure. but with the number of scouts that were drooling over this kid, after probably watching every game and practice he had this year, i have a hard time believing they're all wrong.
he might flop, sure, and he might end up winning 5 vezina's too............the truth is probably somewhere in between, and the fact that ottawa didn't have to give up anything to get him means that it's all house money.

"The truth is somewhere in between" is one of the most useless phrases, especially when applied to two opposite extremes.
Case in point, the homeless man I saw yesterday drinking his own piss might become a billionaire by year's end, or he could continue his ammonia based diet. The truth is probably somewhere inbetween.
Or we can wait and see how much Melnyk puts back into his team, and how much goes to his extended vacation. - Feeling Glucky?

Melnyk has stated many times. publicly, that he will spend money on salaries as the re-build continues and the GM needs to lock up developing players that they want top keep long term when their contracts come up for renewal.

“I’m not the least embarrassed about us spending at the bottom,” Melnyk said Monday afternoon at his 11th annual charity skate for kids. “I’m happy about it because we’ll be able to spend more in the future and some can’t. Some are stuck.”
Melnyk said he and general manager Bryan Murray spoke as recently as Monday morning.
“We’re not in any way restricted,” said Melnyk. “(Murray) has not come back to me and he said there’s nothing out there that he could actually spend money on.”
That’s not to say the Senators aren’t prepared to increase their payroll. With a number of players facing restricted free agency this summer Melnyk says they won’t have any choice but to spend.
